Abstract:
In today's world the question of the relationship between academic ideas and policy is very topical and studying the process of policies rather than their content is growing. However in comparison with the discipline of politics there is an obvious gap in the literature on public policy process, in particular in developing countries. The Islamic states are particularly lacking in this respect. The use of contemporary theory to study reforms of the public sector of an expressly Islamic state has not been previously attempted. Due to the dearth of revolutionary countries in the 21st century and security difficulties of political study in this sort of state, research on public policy making process associated with revolutionary atmosphere has not been conducted or at least not reported in public.
