Abstract:
This study analyses the impacts of the Comprehensive Development Plan for the City of Hamadan on the social, economic and spatial structures of that city. The analysis is undertaken in the broader context of decision making processes at various levels of planning and of relationships at, and interrelationships between, these various levels which together constitute the system in which these decision making processes unfold. The study is in three parts. In the first part characteristics of the planning processes at various levels are analysed. In the second part the various corresponding spatial levels of the system under consideration are discussed. In the third part the potential disturbances, which the introduction of the Comprehensive Plan into the Hamadan city structures has produced, and the means of development control are analysed. The purpose of the study is to show that because of the incompatibility of the potential disturbances with the means of development control the pursuance of planning objectives has led to many undesirable impacts on the City's structures. The study shows that while the main causes of the disturbances have been deep rooted political, economic and social factors the means of development control have mostly remained physical.
