Abstract:
This thesis is a pathological study of the administrative system of Iran. A central theme to this research is that the impediments to effective administration are mainly cultural, social and political and the success of any administrative reforms in Iran depends largely on their suitability in terms of these parametrical realities. In the main body of the thesis those areas which were affected by the administrative reform programmes during the 1960s and 1970s are analysed. Then the results of the reform programmes are evaluated from the viewpoint of success and failure. It is concluded that without improvements in administrative efficiency and without having a sound administration, the successful completion of the planned projects would be impossible.
